Description:
The County of Sonoma is pleased to invite you to respond to a Request for Proposals (RFP) for Supplemental Food Catering Services RFP with Qualifications.
Overview:
The Health Department is inviting qualified food service providers to respond to a Request for Proposals (RFP) for Supplemental Food Catering Services. The Department is interested in securing one or more Master Service Agreement(s) for ongoing supplemental food catering services on an as needed basis for various sites and events. This RFP outlines the information necessary to understand the competitive selection process and the required documentation necessary for the submission of proposals. All interested proposers must meet the requirements specified in this RFP. Proposers must have qualified staff on hand for this project and be ready to begin work on the date this project is initiated.
Proprosal Submission:
Proposals must be received no later than 2:00PM on July 9, 2025. Proposers may submit proposals by either of the methods listed below.
- ELECTRONIC SUBMISSION VIA THE COUNTY OF SONOMA SUPPLIER PORTAL
Submit one (1) electronic copy of the full proposal and attachments to the County of Sonoma’s Supplier Portal. Note: Proposers must be registered to submit electronic submittals. - HARD COPY SUBMISSION EITHER IN-PERSON OR BY MAIL
Submit (1) signed original, and three (3) copies of the signed proposal no later than 2:00PM on July 9, 2025. Proposals must be enclosed in a sealed envelope or package and clearly marked “Department of Health Services, Supplemental Food Catering Services RFP.”

Faxed and/or emailed submissions will not be accepted. Late proposals will not be accepted.
Bidders shall submit the signed proposal and all other required documents for the Request for Proposal and all documents shall be in a sealed envelope.
The proposal due date is subject to change. If the proposal due date is changed, all known recipients of the original RFP will be notified of the new date.
Pre-Bid Conference:
An optional virtual pre-bid conference webinar will be held online via Zoom on Wednesday, June 11, 2025 at 11:00AM to answer questions regarding the RFP specifications and process.

Proposers are required to submit any and all questions in writing per the schedule in order for staff to prepare written responses. Written responses will be shared with all potential proposers through an addendum on the County’s Supplier Portal. Living Wage:
The living wage rate required under the County’s Living Wage Ordinance (LWO) has increased. Effective January 1, 2024, the living wage rate required under the LWO shall be $18.10 per hour, an increase over the previous $17.65 per hour. The increase was adopted by the County’s Board of Supervisors on December 12, 2023, in accordance with Sonoma Municipal Code section 2-377(d). All covered employees must be paid at least the increased living wage rate. The living wage rate required under the County’s Living Wage Ordinance (LWO) will increase from $18.10 to $23.15 per hour effective July 1, 2025. The adjustment was adopted by the County’s Board of Supervisors on January 14, 2025, in accordance with Sonoma Municipal Code section 2-377(d). All covered employees must be paid at least the increased living wage rate.

Login to the County of Sonoma's Supplier Portal to view the RFP and all supplemental documents. You must be registered in the County of Sonoma's Supplier Portal (https://esupplier.sonomacounty.ca.gov/) in order to login and view, upload, and download all solicitation documents, and to submit electronic proposals or bids. It is incumbent upon all interested parties to check for any changes, including updates or addenda, by logging into the County’s Supplier Portal and reviewing the event.
