The Sonoma County Department of Health Services (Department) is pleased to invite you to respond to a Request for Proposals (RFP) for updates to the County Infectious Disease Emergency Response (IDER) Plan. This RFP outlines the information necessary to understand the competitive selection process and the required documentation necessary for the submission of proposals. All interested proposers must meet the requirements specified in this RFP. Proposers must have qualified staff on hand for this project and be ready to begin work on the date this project is initiated.
OVERVIEW:
Sonoma County has faced considerable, significant infectious disease events throughout the last two decades, highlighted by H1N1, national Ebola concerns, the Zika Virus, and COVID-19. Some of these responses have required large-scale emergency coordination and response from the Department of Health Services (DHS) and the County as a whole. Sonoma County Department of Health Services (DHS) is seeking a contractor to update the Infectious Disease Emergency Response Plan, to be used during infectious disease events reported within the county. DHS is committed to tracking meaningful outcomes and working with the successful proposer to ensure that services are delivered effectively and efficiently. The primary outcome of interest from this RFP will be an updated IDER Plan developed and distributed to partners.

An optional virtual pre-bid conference will be held online via Zoom on Tuesday, February 6, 2024 at 1:00pm to answer questions regarding the RFP specifications and process.

QUESTIONS:
Proposers will be required to submit any and all questions in writing per the schedule in order for staff to prepare written responses to all consultants. Written answers will be shared with all potential bidders through an addendum on the County’s Supplier Portal and email notification. LIVING WAGE:
The living wage rate required under the County’s Living Wage Ordinance (LWO) has increased. Effective January 1, 2024, the living wage rate required under the LWO shall be $18.10 per hour, an increase over the previous $17.65 per hour. The increase was adopted by the County’s Board of Supervisors on December 12, 2023, in accordance with Sonoma Municipal Code section 2-377(d). All covered employees must be paid at least the increased living wage rate.
