Sonoma County Environmental Health, Solid Waste Program, acting as the Local Enforcement Agency (LEA) is certified by the Department of Resources Recycling and Recovery (CalRecycle) to enforce state laws and regulations at solid waste sites within its jurisdiction. The Central Disposal Site operates under a Solid Waste Facility Permit issued by the LEA. The operator has filed an application for a JTD amendment with the LEA. The JTD describes the design and operation of the facility.
As required by 27 CCR, Section 21660.1, the LEA is distributing this notice for the purpose of noticing its acceptance of the amendment to the JTD for Central Disposal Site.
Description of Project
The JTD amendment addresses the following changes:
- Updates to the JTD text and appendices to reflect current operations, recent cell development and base and final grading
- Addition of Treated Wood Waste as a new waste
- Non-Water Release Corrective Action Plan (NWRCAP) update
- Remaining capacity and site life updates
- Preliminary Closure and Post-Closure Maintenance cost estimates update from 2019 dollars to 2023
LEA’s Determination
An application for a JTD amendment was received by the LEA on August 22, 2023. Pursuant to 27 CCR, Section 21665(c), the LEA reviewed the application and determined that the proposed change is consistent with all adopted CEQA documents, is consistent with State Minimum Standards and does not conflict with the terms and conditions of the current SWFP. The LEA approved the JTD amendment on September 6, 2023.
