Substantial Amendment to the FY 2020-2021 Annual Action Plan
Community Development Block Grant Cares (CDBG-CV) Act Funds:
In 2020 the Coronavirus Aid, Relief, and Economic Security (CARES) Act was signed by the President of the United States. The Act made $5 billion of supplemental federal funding available nationwide to address the impacts of the coronavirus. On behalf of the Sonoma Urban County, the County of Sonoma received a total of $2,963,500 of CDBG- CV funds from the U.S. Department of Housing and Urban Development (HUD) of which $113,295.85 remain to be allocated.
The Sonoma County Community Development Commission (SCCDC) issued a Notice of Funding Availability (NOFA) for CDBG-CV funds on July 17, 2025, with funding proposals due to the SCCDC by August 15, 2025. The SCCDC Federal Funding Policies define the proposal selection process, the specific objectives and criteria used to review proposals, application deadlines, and the roles of the various review bodies. The Community Development Committee and Cities and Towns Advisory Committee will hold a concurrent meeting on September 17, 2025, to consider funding for $113,295.85 to support the activities listed in the FY 2020-21 Annual Action Plan. These funding recommendations will then be published for a 30-day public comment period and a second concurrent public hearing will be held by the committees on October 22, 2025. Following the hearing on October 22nd, the committees will vote to confirm the funding recommendations by recommending approval of the FY 2020-21 Action Plan to the Board of Supervisors.
Notice of Availability for Review, 30-Day Public Comment Period
A draft of the Substantial Amendment to the FY 2020-2021 Annual Action Plan has been prepared and is available for review and public comment from September 18, 2025, through October 22, 2025 at the following locations:
- On the Sonoma County Community Development Commission website here: https://sonomacounty.gov/development-services/community-development- commission/plans-policies-and-reports
- A hard copy at the Sonoma County Library, Santa Rosa Branch, located at 211 E Street, Santa Rosa, CA 95404 and available during normal library hours.
- A hard copy at the Community Development Commission office, Monday through Friday from 8:00 A.M. to 5 P.M. at 141 Stony Circle, Suite 210, Santa Rosa, CA 95401.
- A hard Copy at the Board of Supervisors’ Office, Monday through Friday from 8:00 A.M. to 5 P.M. at 575 Administration Drive Room 100 A Santa Rosa, CA 95403.

Notice of Public Hearing
The Sonoma County Community Development Committee and the Cities and Towns Advisory Committee will hold a concurrent public hearing to finalize their review of the draft of the Substantial Amendment to the FY 2020-2021 Annual Action Plan. The committees will make their recommendation to the Sonoma County Board of Supervisors at the public hearing to be held on the following date, time, and location:

All interested persons are invited to attend and comment on this matter; however, attendance is not required to submit public comments. Comments can be submitted prior to the meeting date.
Adoption of the Substantial Amendment to the FY 2020-2021 Annual Action Plan by the Sonoma County Board of Supervisors is tentatively scheduled for November 2025. Written and oral comments received during the 30-day comment period will be forwarded to HUD with the Substantial Amendment.
