Proposed Revisions to HOME-ARP Allocation Plan
The Sonoma County Community Development Commission (Commission) proposes to amend the Sonoma County FY 2021-22 Annual Action Plan by modifying the Sonoma County HOME- ARP Allocation Plan (Allocation Plan). The Allocation Plan was adopted by the Sonoma County Board of Supervisors on March 14, 2023, and is a requirement of the U.S. Department of Housing and Urban Development (HUD) for the use of $2,991,512 of federal HOME-ARP grant funds. The Allocation Plan provides an assessment of shelter and housing inventory, needs, and gaps of the following population groups: homeless, at-risk of being homeless, persons and/or households experiencing, fleeing, or with a history of domestic violence, sexual assault, human trafficking, and other vulnerable populations, including veterans. These federal funds are available countywide to community-based organizations, non-profit organizations, and affordable housing developers except for activities/projects located within or primarily benefiting residents of the cities of Santa Rosa and Petaluma. These funds are not directly available to individuals or families.
The proposed changes to the Allocation Plan will modify the planned use of funds to transfer all remaining unallocated funds from the supportive services and non-congregate shelter categories into the affordable housing category as shown in the table below:

The development of affordable housing is identified as one of the high priorities in the 2020- 2025 Consolidated Plan. The proposed change would allow the County of Sonoma to advance its mission to end homelessness through the production of affordable housing. During the FY 2024-25 Annual Action Plan process, the Commission received multiple applications for the development of affordable housing projects, one eligible supportive services application, and no applications for acquisition and development of non-congregate shelters. The proposed modifications to the Allocation Plan would support the timely use of the funds to meet the need for housing by the qualifying populations under this program. Sonoma County will continue to support eligible supportive services and the development/preservation of non-congregate shelter projects with other federal and non-federal funding programs.
30-Day Public Review and Comment Period
Members of the public are encouraged to review the proposed Substantial Amendment to FY 2021-22 Annual Action Plan for the revisions to the HOME-ARP Allocation Plan and submit comments to the Commission. The adopted Allocation Plan and proposed amendments are available at the following locations for review:

Public Hearing
The Sonoma County Community Development Committee (CD Committee) and the Cities and Towns Advisory Committee (CTAC) will hold concurrent public hearings at a Special Meeting to review and recommend approval of the proposed FY 2021-22 Annual Action Plan Substantial Amendment for revisions to the HOME-ARP Allocation Plan to the Board of Supervisors, who is tentatively scheduled to consider the recommendations on July 9, 2024. The concurrent public hearings for the CD Committee and the CTAC will be held as a hybrid in-person and teleconference meeting on the following date and time:
