RFP for Point in Time (PIT) Homeless Count and Survey

The County of Sonoma Department of Health Services (DHS) is pleased to invite you to respond to a Request for Proposals (RFP) for Point in Time (PIT) Homeless Count and Survey. The Department of Health Services (DHS) currently serves as the Lead Agency for the Sonoma County Homeless Coalition (HC) and provides core administrative and staff support.
The HC is a broad-based public/private planning consortium that addresses the needs of homeless individuals and families, working together to eliminate homelessness in our communities as the Continuum of Care. Under the leadership of a 17-member Board and DHS staff, the HC is responsible for implementing Sonoma County’s five-year Strategic Plan on Homelessness, setting policy, and planning goals for managing homelessness across the County, preparing the HC’s annual application for homeless-targeted funding from the federal Department of Housing and Urban Development (HUD), and overseeing various other funding streams to address homelessness. Per HUD regulatory funding requirements, the HC is required to conduct an annual count of unhoused persons in Sonoma County during the last 10 days of January each year.
Proposals must be received before 2:00pm PDT/PST on August 20, 2024.
